31. Mr. van Straubenzee

asked the Secretary of State for Education and Science if he will make a statement about the setting up of the National Council for Educational Technology which he announced to the National Union of Teachers on 2nd April, 1967.

Mr. Crosland

The Council will provide a focal point for the supply of information and guidance to everybody concerned with educational technology at all levels of education, in industrial training and in the Services. I am circulating the proposed terms of reference in the OFFICIAL REPORT.

Will the Minister say why he did not feel able to tell the House about these proposals a matter of days before, in the Plowden debate?

Mr. Crosland

I hope that the hon. Gentleman does not think that any discourtesy was intended. Certainly it was not. It is always a matter of judgment to decide what subjects justify a statement in the House. To be realistic, no Questions had been asked on this subject for the previous twelve months, and I thought that it did not justify a statement in the House.
