asked the Secretary of State for Education and Science whether he will take steps to increase the representation on the Burnham Committee of the National Association of Head Teachers.

Would not the hon. Lady agree that an association which represents about 30,000 men and women head teachers in all kinds of primary and secondary schools, and whose salaries in any case are now to be assessed on a separate formula, ought to have at least two representatives on the Teachers' Panel?

This is not the only association through which head teachers are represented. They are also represented through at least two other associations already on the Burnham Committee, and it was in the light of this, after requesting the views of the associations, that my right hon. Friend decided not to further amend the changes that he made in July.
