With your permission, Mr. Speaker, and that of the House, I wish to present to the House a Petition which has been signed by the members of the Opposition of all political parties in the Northern Ireland Parliament. It must be rare, and may well be unique, for Members of another Legislature to petition this House. The Petition shows that the Parliamentary Commissioner Bill now before this House does not apply to Northern Ireland, yet, in the opinion of the Petitioners, it could provide for the hearing of complaints against injustices for which there is at present no impartial machinery of investigation and redress in Northern Ireland.

Wherefore, your Petitioners pray that, notwithstanding any rule of law, custom, practice or usage to the contrary, the Parliamentary Commissioner Bill should be extended to Northern Ireland in the manner aforesaid.
