asked the Minister of Overseas Development how many of the staff of his Department are directly concerned with the compilation of the bi-monthly journal, "Overseas Development."

If the Minister must waste public time and money on this form of propaganda, will he make sure that contributions to this magazine are assigned so that their intellectual value can be assessed?

The hon. Gentleman has received Answers to other Questions about this publication. I entirely repudiate his suggestion that this is in any way a wasteful occupation. It is an entirely good publication of which we are proud and for which there is great need.
