§ Mr. MellishThe Government believe that the scheme can provide the most satisfactory means of protecting purchasers of new houses. To be fully effective, however, its coverage needs to be practically universal. The number of registered builders has increased since March from 2,700 to over 4,500 and the scheme is estimated to cover over 60 per cent. of new private houses.
