What possible objection can there be, if it is correct that the implications of his decision are already well known?
§ Mr. MacCollWhat have been published already are proposals for changing the final decision, but it has always been the normal practice not to publish the report until the final decision because that might involve discussion of the whole of the inspector's report, which would not be relevant to the matters under inquiry.
