§ 21. Mr. Biffenasked the Minister of Technology what proposals he has to reform the structure of the scientific instruments industry.
§ Mr. DellIf the industry is to continue to compete successfully in world markets, some reorganisation into larger units may well be necessary in order to provide adequate facilities for marketing and for research and development. This problem is primarily for industry, though the Government is certainly willing to consider in what ways it can help.
§ Mr. BiffenIs the hon. Gentleman aware that there is a certain ominous ring about his Answer? Could he comment on the fact that he said in this 200 connection that he was currently looking at the significance of the Government's position as a major customer? If Government procurement is to be used to alter the structure of the industry, will he ask his right hon. Friend to make a statement to this House?
§ Mr. DellThe circumstances in which I made reference to Government purchases here were in relation to the Government's very large purchases from the scientific instrument manufacturers. I was pointing out that if it were possible for the Government to standardise types of scientific instruments which they purchase this would be of very great assistance. It was in this context of standardising types as a way in which the Government could help the industry that I made the statement.
