On a point of order, Mr. Speaker. On Question No. 49, referring to the Manchester Draft Water Order, 1965, there are considerable rumours going around the House that the Minister is to tell the Press at 5 o'clock this afternoon of his decision on this matter. I wonder if you would allow an Answer to be given to Question No. 49?

As a matter of order, I would not stop a Minister replying to a Question which was not reached if he asked the permission of Mr. Speaker and the House to do so. I have, however, had no such intimation.
