asked the First Secretary of State and Secretary of State for Economic Affairs what arrangements have been made to keep the National Plan under continuous review.

Mr. Albu

The Plan is at present being reviewed in consultation with industry. This is primarily a stock-taking exercise to see how the experience of 1965 looks in relation to the Plan. A comprehensive revision will be undertaken next year when we hope to roll the Plan forward.

Mr. Dickens

May I have an assurance that we shall have a Command Paper setting out year by year the progress in attaining the objectives of the National Plan for the period to 1970?

Mr. Albu

I do not think that that is what we intend to do, because the Plan was planned from 1964 to 1970, and we always said that we did not intend to judge the success of the Plan by what happens in one year. Nevertheless, we are considering the form in which to publish a White Paper this year on the progress which has been made.

Mr. Webster

Is not the hon. Gentleman aware that in one respect the Plan will be overwhelmingly successful in that since the payroll tax has been introduced the drift from the land will be rapidly accelerated?

Mr. Albu

If that means an increase in agricultural efficiency, so much the better.

Mr. Webster
