§ 18. Mr. Wallasked the Secretary of State for the Colonies if he will make a statement about the constitutional and economic development of Swazilanad.
§ Mr. StonehouseThe Swaziland Council has unanimously endorsed the majority recommendations of a Committee of the Council appointed in August 1965 to advise on the form of a new constitution. I am placing copies of the Report in the Library of the House. Before considering the Report further, I am ascertaining whether any organisations or individuals 1845 in Swaziland wish to make any representations upon it.
An Economic Survey Mission appointed by my right hon. Friend, the Minister of Overseas Development, with Swazi agreement, visited Swaziland at the end of last year to examine the measures required for the development of the Territory's economy. Pending consideration of the Mission's recommendations the Swaziland Government have prepared proposals for the use of the development funds available for the period up to 31st March, 1968, and these are now under consideration.

§ Mr. WallCan the hon. Gentleman say when the new internal self-government Constitution is likely to come into effect? What will be the status of the Ngwenyama? Will land titles be safeguarded?
§ Mr. StonehouseWe hope that it will come into effect this year. Swaziland as a protected State will have a treaty relationship with Great Britain and the Ngwenyama will be in the position of the monarch.
