8. Mr. Boyd-Carpenter

asked the Minister of Land and Natural Resources whether, in the light of the abandonment of this Session's Land Commission Bill, he will, in order to prevent a hold-up in the supply of land for building, withdraw the proposal to impose a levy on developments started between 23rd September, 1964, and the present date.

Mr. Willey

The right hon. Gentleman is in error. There is no such proposal.

Mr. Boyd-Carpenter

Will the right hon. Gentleman read his own White Paper and consider the indication there given that transactions starting after 23rd September last should be subject to levy? If such a degree of retrospection is right for a Bill intended to pass into law this Session, must it not be wrong in respect of one which can only appear in a new Parliament, it at all?

Mr. Willey

As I have said, the right hon. Gentleman is in error. He is not up to his usual standard. He has even made a mistake about the date.
