asked the First Secretary of State and Secretary of State for Economic Affairs what instructions are given to the members of Her Majesty's Government, when referring wage or salary claims or price increases to the National Board for Prices and Incomes, with regard to drafting the terms of reference so as to enable the Board to produce a properly considered report.

Has the right hon. Gentleman noticed the Board's Report on Scottish teachers' salaries, and has he particularly noticed that the Board pointed out that the terms of reference 2176 of this reference were in flat contradiction to the Government's economic policy? If the right hon. Gentleman's colleagues do not observe the incomes policy, how-can he expect private industry to do so?
