9. Mr. Iremonger

asked the Minister of Pensions and National Insurance what representations she has received since 15th June from the National Union of Students about students' liability for National Insurance contributions and eligibility for benefits; and if she will make a. statement.

None, Sir. The National Union of Students has however recently published a very useful explanation of the position of students in relation to National Insurance and I am sending a copy to the hon. Member.

Mr. Iremonger

Surely the hon. Gentleman does not imagine that this explanation was intended to indicate satisfaction? As he will be aware, very large numbers of students will be coming to the House of Commons in the next few days to protest about it. Can he not try to meet them and put forward an amended scheme before they arrive?

Mr. Pentland

No, Sir; not at all. The Ministry of Pensions and National Insurance has discussed the position of students thoroughly with the National Union of Students, and actually helped the union in the preparation of the booklet a copy of which I shall send to the hon. Gentleman.

Dame Irene Ward

In view of the difficulties that befall students who do not stamp their cards, would it not be possible to arrange for universities to do it through their bursar's departments week by week? Would that not at any rate help the undergraduate when he leaves the university, so that he will not be faced with a deficiency payment in respect of his contributions?

Mr. Pentland

That is a question for the Secretary of State for Education and Science. [HON. MEMBERS: "Oh."]

Is the hon. Gentleman indicating that the Ministry of Pensions and National Insurance has no intention of changing the present regulations about students' contributions? Is he not aware that it has been a grievance among students for some years now?

Mr. Pentland

Yes, Sir. I have said many times that we fully understand that students have certain difficulties in regard to National Insurance contributions, but I have also said many times that there are other sections of the population who must be given consideration as well as students.
