asked the Minister of Labour when he will establish an industrial training board for local government.

Mr. Gunter

Local government as such is not within the scope of the Industrial Training Act. Activities of a commercial or industrial character carried out by local authorities are being brought within the scope of the appropriate training boards.

Mr. Moonman

Is my right hon. Friend aware that this would enable opportunities to be provided for staff in local government? Would he be prepared to provide some facility to avoid the untidy and sometimes chaotic method of training in local government?

Mr. Gunter

My hon. Friend will know, I think, that the local government examination boards put forward a plan early this year for local authorities to deal with staff who were not already embraced by the industrial training boards. There is a measure of local government activities which is already covered by the industrial training boards which have been set up.
