I beg to move, That the Bill be now read a Second time.

I have it in Command from the Queen to acquaint the House that Her Majesty, having been informed of the purport of the Bill, has consented to place Her prerogative and interest, so far as they are affected by the Bill, at the disposal of Parliament for the purposes of the Bill.

In his inquiry into the nature and causes of the wealth of nations, Adam Smith made the following dogmatic assertion: To propose that Great Britain should voluntarily give up all authority of her Colonies, and leave them to elect their own magistrates, to enact their own laws, and to make peace and war "—
