asked the Secretary of State for the Home Department what representations have been made to him for amending legislation to allow for postal and proxy voting in rural district and parish council elections; and if he will make a statement.

Mr. George Thomas

The Rural District Councils Association has informed my right hon. Friend that it favours the extension of postal and proxy voting to rural district council elections. The National Association of Parish Councils earlier indicated that it favoured proxy voting at parish council elections. The matter will be considered when an opportunity for amending legislation occurs.

Mr. Lewis

In thanking my hon. Friend for that reply, may I ask him to speed this up so that the rural district and parish councils are brought into line with the other authorities?

Mr. Thomas

It is intended, after the current review of Parliamentary election law, to conduct a review of local election law.
