Q13. Mr. Grimond

asked the Prime Minister if he will ensure that the Royal Commission on Local Government in Scotland is empowered to consider the desirability of devolving some functions of government from Whitehall to Edinburgh.

Mr. George Brown

I have been asked to reply.

I would ask the right hon. Gentleman to await the terms of reference of the Royal Commission, but he will realise that the purpose of the Commission is to review local not central government.

Mr. Grimond

Is the right hon. Gentleman aware that I can hardly wait to read the terms? When they come, I hope that they will not prove a disappointment to the North.

Mr. Brown

I am sure that they will be well worth the wait.
