asked the Chancellor of the Exchequer what instructions he has issued to Departmental Ministers as to the conditions to be imposed on applicants for Government contracts.

Can the Financial Secretary at any rate confirm that he does not permit Departments to impose a "closed shop" as a condition of tender, although his right hon. Friend the Minister of Housing allows local authorities to do that?

If the right hon. Gentleman has any particular case in mind, I shall gladly look into it. I know of no such general direction.
