asked the Minister of Technology if he will refer to the Building Research Agency the problem which has developed in recently constructed concrete flats at Lichfield and elsewhere, where water absorption has caused serious degrees of mould on inside walls for which there appears to be no remedy.

Mr. Cousins

I have referred the problem to the Building Research Station, which has already been approached on this matter by the City Engineer of Lichfield.

Mr. Snow

Is my right hon. Friend aware that these flats—and I believe that there are other cases elsewhere—were constructed by a very reputable private enterprise company which has more or less accepted that it does not know the answer to this problem, which is making uninhabitable certain of these badly needed rooms?

Mr. Cousins

I am aware of that. The problem is not confined to this district or to this reputable firm. It is a question of understanding the need for change in building design and of educating members of the community living in premises which do not have traditional flues.
