handicapped people when such qualified people are available.

No, Sir. The circumstances, such as the degree of frailty of the residents, vary so much that this is best left to local authorities' discretion.

Mr. Doig

Is not my hon. Friend aware that situations frequently arise in these places where nursing experience can be invaluable?

Mr. Millan

That is true. Each home cannot be compared exactly with every other home. Circumstances vary. This is a matter better left to local authorities. If they want to appoint somebody with a nursing qualification, they can do so; and many of them do so.
