asked the Minister of Labour on what grounds skilled tradesmen's grading bonus schemes in industry, based on the passing of a test, have been frozen for the period of the wage standstill.

Mr. Gunter

Where an increase depends on obtaining a specified qualification, or passing a test, under arrangements made before the operation of the standstill, it is payable. Discretionary increases are not payable.

Mr. Lloyd

Does not the Minister consider that an increase based on passing a test of proved skill and performance is very much on all fours with an increase based on promotion, which is allowable under the White Paper?

Mr. Gunter

As I have said—perhaps the right hon. Gentleman misunderstood me—where an increase depends upon specified qualification or passing a test under arrangements made before the operation of the standstill, it is payable. If the right hon. Gentleman has a particular case in mind, I shall be glad to look at it.

Where there is a definite agreement for periodic reviews of scales and passing of a periodic test under the terms of an agreement whereby a higher wage is due, would that be payable under the standstill or in the second period of severe restraint?

Mr. Gunter

The practices vary so much that it is almost impossible to generalise in these matters. Again, if my hon. Friend has a specific case in mind, I shall gladly look at it.

I bring to the right hon. Gentleman's attention the case which I have had from the shop stewards of Imperial Metals of Birmingham specifically with regard to this matter.
