§ Mr. JohnsonIs my right hon. Friend aware that units of this kind as defined in the White Paper are ideal for the purpose and should have been introduced by past Administrations long ago? Would not such an arrangement be excellent for the needs of Humberside? Can my right hon. Friend assure us, not that she will knock their heads together, perhaps, but that she will see that the county councils of West Yorkshire, East Yorkshire and Lincolnshire get together at the earliest possible moment?
