Before I call the first speaker in today's debate, may I make one observation? I understand that the debate on crime will finish at about 8 o'clock. After that, there are 28 topics to be debated on the Consolidated Fund (Appropriation) Bill, Third Reading. Each of these is important to the hon. Member who has put it down. I would appeal to those who speak to be fair to those who are waiting to speak. It is a simple fact that a long speech deprives some other hon. member of his opportunity on what is a very precious Parliamentary occasion.
