asked the Minister of Overseas Development what action has been taken by Her Majesty's Government in relation to the Report, Tax Incentives in Capital-Exporting Countries for Private Investment in Developing Countries, produced by a special working group of the Organisation for Economic Co-operation and Development's fiscal committee.

None, Sir. This Report of the Fiscal Committee, on which we are of course represented, was addressed to the Development Assistance Committee and then to the Council of the O.E.C.D. and not to member Governments at this stage.

Mr. Harvey

Would the right hon. Lady say whether this means that Her Majesty's Government have played no constructive part in formulating these proposals? Does she accept that private enterprise has an important part to play and that it must play an important part in aiding the developing countries?

Mrs. Castle

We have covered the last point of that supplementary question endlessly in preceding Questions. The answer to the first part is that of course our representatives play their full part in D.A.C., but these proposals have not yet been put to Governments.
