I think that it would be convenient to discuss with new Clause No. 1 the first Amendment, in Clause 2, page 2, line 27, at end insert: Provided that the scales shall not be so fixed as to produce a greater revenue than in the opinion of the Minister would be equal, taking one year with another, to the total of the following amounts, that is to say—

  1. (a) the expenditure to be incurred by him under this Act;
  2. (b) the repair and maintenance of the specified carriageways; and
  3. (c) the sums required to amortise over a period not exceeding forty years the cost incurred in providing the specified carriageways.
