asked the Secretary of State for the Colonies what plans he is making for holding a constitutional conference to determine the future of Mauritius; how the island will be represented at it; and when the state of emergency there is to be lifted.

28. Mr. James Johnson

asked the Secretary of State for the Colonies what date he has fixed for the coming constitutional talks to determine the independence of Mauritius.

My proposals for a Constitutional Conference are set out in a despatch to the Governor which was published in Mauritius on 25th June. I have suggested that the conference should open in London on 7th September and have asked the Governor to extend invitations on my behalf to all the parties represented in the Mauritius legislature. I am arranging for a copy of the despatch to be placed in the Library of the House. The question of lifting the emergency is a matter for the Governor to decide and I must leave it to him.
