Q1. Mr. Freeson

asked the Prime Minister when he expects the United Nations Expert Committee on Sanctions to make its report; and what proposals have been put before it by Her Majesty's Government.

We expect the United Nations Expert Committee on Sanctions to make its Report towards the end of February. As for the second part of the Question, I would refer my hon. Friend to the reply given by my hon. Friend, the Minister of State for Foreign Affairs, to the hon. Gentleman the Member for Hertfordshire, South-West (Mr. Longden) on 7th December, 1964.

Would not my right hon. Friend agree that the time is coming when an initiative in this matter must be taken by the Government if we are to avoid a serious blood bath in Southern Africa?

We have made it plain that we are waiting till we see the Report of the Expert Committee. My hon. Friend's Question asks me what views we have put before that Committee. As has been previously stated in the House, it is not the practice to publish in advance of such a committee's report being received the proposals put to it by individual Governments.
