Yesterday, the hon. Member for Ashfield (Mr. Warbey) raised with me a complaint of breach of privilege founded upon a postcard which he read to the House.

I have given careful consideration to the hon. Gentleman's complaint. In my opinion, it does not give rise prima facie to a matter of privilege, and I so rule.

The effect of my Ruling is as I explained to the House yesterday.

On a point of order, Mr. Speaker. Could you give a Ruling, for the guidance of hon. Members on both sides of the House, as to what we should do with postcards like this? We are regularly getting postcards signed "Lulu".
