asked the Minister of Housing and Local Government whether he will consider reviewing the present legal rights of developers to use private roads leading to development sites, in view of the damage to such roads being caused by them.

No, Sir. My right hon. Friend does not think this is the right approach to the problem the hon. Member has in mind.

Does not the hon. Member agree that the position is most unsatisfactory in cases where developers do great damage to private roads which are adjacent to the properties that they are developing but are under no legal obligation to put back those roads into a good state, or to compensate the owners in any way whatsoever?

It is not for me to express any opinion on the legal responsibilities. As for the practical responsibilities, probably the best answer that I can give is to say that as soon as possible these private roads should be made up and adopted by the local authorities.
