Meanwhile, local authorities are in many places introducing more restrictions on waiting and loading or unloading junctions.
§ Mr. LoveysAlthough there is much to be said for giving local authorities responsibility for regulations on non-trunk roads, is not this an instance in which an overall policy would reduce confusion and, therefore, add to safety?
§ Mr. SwinglerYes, Sir; we consider that it would be desirable to have an overall policy, but we have to take into account the many and varied local circumstances. This is why a special study is now being made to see whether it is possible to have standardised regulations on the subject.
