§ Mr. Tom FraserThe prescribed minimum period is one month. At present in the West Riding the average actual waiting period is about 15 weeks.
§ Mr. AlisonWould the right hon. Gentleman consider giving priority for the second test to those who have been professionally taught to drive, since it is clearly in the public interest that professional instruction should be undertaken by learners?
§ Mr. FraserI do not think that this would be fair to those who had already been given a date. If someone failed a test and was then given a place in the queue ahead of a person already in the queue that would be unfair, and I do not think it can be done.
