As we now know that the minimum guaranteed income scheme is not to be introduced this Session, or next Session, or in this Parliament, is it proposed to introduce subsidiary legislation, for instance, to provide the help for non-contributory elderly persons which has been postponed on the promise that a guaranteed income scheme would be introduced?

I am sure that the noble Lord would not expect me to anticipate the next Queen's Speech, or the one after that.
