asked the Prime Minister if he will now make a statement about Her Majesty's Government's proposals for a Parliamentary Ombudsman.

I would refer the hon. Gentleman to my speech on 29th July.

Mr. Marten

As the Prime Minister said in that speech that the Bill for this Parliamentary Commissioner was about ready, will he answer the Question and give the House some idea of what these proposals are?

The Prime Minister

I also said in that speech that we should be publishing a White Paper first in the next few weeks, and I suggest the hon. Gentleman awaits that. I think that the whole House will welcome the terms of the White Paper, not least in its relation to the position of Members of Parliament.
