asked the Secretary of State for Foreign Affairs what progress has been made since midsummer on disengagement in Europe.

The question of arms control in Europe, including disengagement, was very fully covered by my hon. Friend in the foreign affairs debate on 19th July; I have nothing to add at this stage.

Mr. Marten

Has there been any progress since then in the placing of observers in the N.A.T.O. and Warsaw Treaty areas?

Mr. Stewart

Not so far, though this is one of the ideas which are relevant in this connection.
