I beg to move, in page 5, line 6, at the end to insert: and shall send a copy of the scheme to each harbour authority known to them whom they believe to be affected by the scheme ". The purpose of the Amendment is to require the Council to send a copy of any levy scheme to each harbour authority they consider to be effected by the scheme immediately after they submit it to the Minister. The Amendment fulfils the undertaking I gave to introduce an Amendment which would give effect to a proposal by, as I remember, the hon. Member for Goole (Mr. Jeger). The words the hon. Gentleman proposed were not acceptable for various reasons which I need not now recapitulate. I hope that both he and the House will now agree that the words we have selected will do.

These words do cover the intention behind the Amendment I moved in Committee, and I thank the Parliamentary Secretary for giving effect to the promise which he made. It is vital to the goodwill which we want to exist between the Council and the various dock authorities that there should be the utmost consultation between them. This elementary act of courtesy will go some way towards creating that good will.
