asked the Secretary of State for Commonwealth Relations and the Colonies what progress has been made as a result of the conferences of July, 1963, and February, 1964, in London of member Governments of the South Pacific Commission.

Mr. Fisher

Discussions have been in progress for some time about modifications of the Agreement establishing the South Pacific Commission, to provide in particular for the admission of Western Samoa to membership.

Mr. Godman Irvine

As the discussion has been going on for some time, has any thought been given to the possibility of a regional council acting on behalf of the bigger council so that it could meet more frequently than once every three months?

Mr. Fisher

This really is a regional council, constituted as it is. I acknowledge the delay, but I hope that it will be possible to make an announcement before long.
