Friend the Member for Dumfries (Mr. Monro) that the Government did not know when they would publish this and other plans?
§ Mr. RossThis is not a plan; this is a study. This is what happened with the late lamented Government's Central Scotland Plan. The Government started on a study and then they published it as a programme. We have said that these studies are continuing and out of the study will come the plan.
