asked the Secretary of State for Scotland whether publication of the Government's plan for north-east Scotland will be delayed by the establishment of the proposed new Scottish planning board.

No, Sir.

In that case, will the right hon. Gentleman explain to the House what he meant by telling my hon. Friend the Member for Banff (Mr. Baker) that the preparation of a plan for northeast Scotland would be an early task of the proposed new Scottish planning board and telling my hon. Friend the Member for Dumfries (Mr. Monro) that the Government did not know when they would publish this and other plans?

Mr. Ross

This is not a plan; this is a study. This is what happened with the late lamented Government's Central Scotland Plan. The Government started on a study and then they published it as a programme. We have said that these studies are continuing and out of the study will come the plan.
