Is he aware that every day we hear about one or two reviews until it seems apparent to me and most of the country that Government policy is going to be one whole big review?

Is he aware that there is a very widespread feeling that an internal Departmental review is inadequate and that what is needed is a wide-ranging review by outside persons to whom outside bodies can submit evidence?
