If the person having control of the dwelling or other premises is served with".I think Amendment No. 102, in page 59, line 12, might well be taken with this one. In the Committee, my hon. Friend the Member for Crosby (Mr. Graham Page) expressed some doubt as to whether this Clause 55 as drafted would entitle anyone on whom a copy of the improvement notice had been served to serve a purchase notice on the local authority. The Amendment is designed to make it clear that the person entitled to serve a purchase notice is the person having control of the dwelling, that is to say, the person on whom the obligation fails to incur the cost of the improvements required.

The next three Amendments go with this one. These are all really drafting Amendments consequent upon Amendment No. 100. Subsection (1) of the Clause as now amended by that Amendment refers to the person having control "of the dwelling or other premises", and these Amendments are needed for consistency of language throughout the Clause.
