asked the Secretary of State for Scotland whether a time-limit clause with penalties has been inserted in the contract between the Livingston New Town Development Corporation and Messrs. R. Pert, Montrose, for the construction of the first 250 houses at Livingston New Town.

Why not?

Mr. Noble

Its application might have resulted in later target dates or increased costs, either by way of higher prices or insistence on compensating bonus clauses. On balance the Development Corporation decided that a penalty clause should not be included.
