14. Mr. Bullard

asked the Minister of Housing and Local Government and Minister for Welsh Affairs whether he will introduce legislation to amend Section 13(5) of the House Purchase and Housing Act, 1959, so as to permit the payment of grant towards the provision of standard amenities in a house provided by conversion, without regard to the date of the conversion, in cases where the original properties would not each of them have provided a suitable home for a family.

I am aware of the kind of problem my hon. Friend has in mind and, though it is not free from difficulty, I am considering whether it would be possible to propose some limited relaxation of the present statutory provisions.

I thank my right hon. Friend very much for that reply. Will he bear in mind that people who want to put in standard amenities in a house provided by conversion are very often of modest means and are assisting by this process to make use of dwellings which of themselves would not be sufficient to provide a home for a family? They are doing a lot of good to the community.
