Friend bear in mind that, as it takes roughly three years from the initial approach to the building of an advance factory, it would be of immense help to school leavers and other young people in such areas if his Department established liaison with the Youth Employment Service?
§ Mr. ErrollI should point out to my hon. Friend that the granting of an industrial development certificate does not always mean that a building will be erected. It merely states that a factory, if erected, would be in accordance with the proper distribution of industry. It provides a certificate to enable the would-be owner to approach the planning authority. I think, therefore, that it would be premature for the Youth Employment Service to base its estimates of likely industrial development on the issue of these certificates.
