asked the Minister of Health if he will introduce legislation to make it obligatory for all persons to be issued with a health record card to contain information which may be relevant and vital in case of accident.

Legislation would not be necessary.

Mr. Pavitt

I welcome the fact that legislation would not be necessary, but will the Minister take action to ensure that this is done? Is he aware that there is a problem in that not only is time lost in finding the right blood group, but certain modern powerful drugs can have side-effects with differing reactions in different people? Would not a medical card be most helpful in time of emergency?

I am aware of the problem, but there are obvious difficulties in the suggested solution. However, I am discussing with the profession trial arrangements in some areas.
