§ 40. Mr. K. Robinsonasked the Minister of Health whether he has completed his review of cadet nurse employment, and in particular the practice of pay deductions when attending educational classes; and if he will make a statement.
§ 45. Mrs. Castleasked the Minister of Health whether he will now make a statement about his proposed alterations in the conditions of employment of nursing cadets.
§ Mr. PowellNot yet.
§ Mr. RobinsonWhy is the Minister taking so long to decide this simple matter? Does he not agree that the educational work done by these cadets is of benefit to the National Health Service no less than to the cadet nurses themselves? Since he is saving only £70,000 by deducting this pay, cannot we have a decision soon?
§ Mr. PowellThe arrangements which are in force in this matter are in line with those in public service and in private employment generally, and I have to consider whether, and, if so, how far, the changed conditions of entry into nursing have any bearing on them.
§ Mrs. CastleIs not this delay putting hospital management committees, some of which have been refusing to operate this instruction, in a very difficult position? Is the Minister now compelling such committees as Manchester, for example, to make this deduction and thus to beggar these poor girls when, in a week or so, he may reverse the decision?
§ Mr. PowellNo. I have told them that in the meantime they are to maintain the pay of those affected.
§ Mrs. CastleCan the Minister explain that? What does he mean by "maintain the pay"?
§ Mr. PowellI have said that the existing cadets can be treated on a personal basis, as they are being treated at the moment. That will avoid the situation to which the hon. Lady has referred.
