I beg to move, in page 14, line 21, at the end to insert: (2) Without prejudice to the power of the parties to agree upon any wider form of arbitration provision, every such contract shall be such as to secure that any dispute—

  1. (a) whether an alleged breach of which the programme contractor has received written particulars is a breach of the contract for the purposes of the provisions included in the contract in pursuance of the foregoing subsection, or
  2. (b) whether the written particulars were received from the Authority within one month from the time that the breach came to the notice of the Authority,
shall be determined by arbitration. I do not think that I need detain the House for more than a moment or two. The Amendment seeks to implement a promise I made in Standing Committee to introduce an arbitration provision into the Clause.
