asked the Minister of Housing and Local Government and Minister for Welsh Affairs if he will introduce legislation to ensure that when a house is to be auctioned a copy of a surveyor's certificate of condition is made available to prospective bidders.

Mr. Corfield

My right hon. Friend is not aware of any widespread need for legislation of this nature.

Mr. Wainwright

Does not the hon. Gentleman realise that there is a great possibility that deception can take place at such auctions? Therefore, does he not believe that if the prospective seller supplied a certificate of good repair in respect of the condition of the house, charging a small fee to the prospective bidders, it would prevent deception taking place?

Mr. Corfield

I do not think it is quite as simple as that. I have no evidence of any real need, but if the hon. Gentleman would like to send me evidence or discuss the matter further, I will certainly look at it and discuss it with my right hon. Friends who would be responsible for any legislation along these lines.
