asked the Minister of Housing and Local Government and Minister for Welsh Affairs whether he will take steps to ensure that new tenancies for houses, provided by private developers, carry the same rights as previous tenancies which have been compulsorily terminated to permit redevelopment.

Sir K. Joseph

No, Sir—it would neither be practicable nor desirable to impose on new housing the tenancies of the superseded housing.

Dr. Bray

Has the right hon. Gentleman quite understood the point, that often tenancies are provided for old houses, not new houses—a new tenancy for an old house? It is hard for a tenant to move into another old house but without the security of tenure that he had before. Is it not necessary to make some provision to protect such tenants?

Sir K. Joseph

I do not accept that that is necessary. In fact, if we try to protect such tenants, we shall dry up the availability, such as it is, of new rented accommodation.
