I beg to move, in page 5, line 49, at the end to insert: (4) The powers conferred upon the Secretary of State by the last foregoing subsection may be exercised in the case of a person who has not attained the age of seventeen years if the Secretary of State is satisfied, having regard to the character and development of the person, that it is appropriate that he should be detained in a young offenders institution. This is the second of the Amendments the general purpose of which I have already explained. It is to reduce as far as possible the number of persons detained in detention centres who are not undergoing the full detention course.
