§ Mr. BrockwayOn this Clause I will raise the question of the Orders in Council. As I understand it, the Secretary of State, prior to our consideration of the Bill, indicated that Her Majesty had placed in the hands of the House, as in the terms of this Bill, the endorsement of an Order in Council. What I am really asking is whether the House will have an opportunity of discussing the Orders in Council prior to their taking effect, or even subsequently to their taking effect.
§ Mr. FisherI do not think, to be frank with the hon. Gentleman, that there will be further opportunity to discuss this matter. The object of getting through this Bill, which I hope we shall do with his co-operation today, is to make it possible for Malaysia to federate and come into being as a new nation of the Commonwealth on 31st August. I do not know of any possibility of discussing the Orders in Council before the Recess, and after that it will be too late. I do not think it would be normal to discuss Orders in Council in this category.
