asked the Minister of Housing and Local Government and Minister for Welsh Affairs whether he will now announce his proposals for the control of office development.

I hope to make a statement about the office problem shortly.

Mr. Willis

The right hon. Gentleman will remember that he said that he would make a statement after Christmas. Is it not time that he stopped dilly-dallying over this very important matter and came to a decision very quickly, particularly in view of the need to distribute this type of employment?

This is a problem full of difficulties, but I hope to make a statement shortly.

Will my right hon. Friend include in his statement the idea of an I.D.C. system for office blocks, and will he also not confine it to England and Wales alone?

Yes, I hope to cover both those points in what I have to say.
